While playing for Saint Peter’s Prep, Bob met HOF Inductee, John Warchol who encouraged him to consider officiating. This inspiration led to forty plus years of leadership and officiating in the High School, Amateur and Collegiate Hockey community in New Jersey. Bob has been a USA Hockey official, evaluator and seminar instructor for over thirty years. Bob’s officiating resume includes a USA Olympic Festival, ECAC Division-I, seven USA Hockey National Championships and successive USA Hockey Regional and District Championships. In 1987, Bob became a member of the National Ice Hockey Officials Association (NIHOA), Metro NY-NJ Chapter. He met HOF Inductees Paul McInnis and Vin Godleski and became an instructor in their North Jersey Ice Hockey Officials School. A NIHOA and NJSIAA official for thirty years, Bob officiated more than 1100 High School games in New Jersey and New York, including eleven NJSIAA Ice Hockey Tournament of Champions Overall, Public & Private Finals. Bob also worked as an NHL Off-Ice Official, Roller Hockey International Game Official, and Arena Football League Game Official. Bob continues to promote the legacy of High School Hockey having been mentored by HOF Inductee, Bill Sidun. Bob served as NIHOA Chapter Secretary for seventeen years and continues to serve as Chapter Vice President. Bob is a member of the NJSIAA Ice Hockey Committee, he is the NJSIAA Ice Hockey Rule Interpreter, and he also produced the original NJSIAA Ice Hockey Rules Modifications. Bob is the official’s game assignor for the Big North Conference. In December 2017, he was honored by the NJSIAA as an official for his contributions to Interscholastic Athletics.

He served as president and vice-president of the NJ Ice Hockey League.

During his twenty years as athletic director, he served on every seeding committee, every league re-alignment committee, as well as serving as chairman of the League Constitution Revision Committee. Ralph A. Dougan spent more than 35 years as a teacher, coach and administrator where he had a successful career in Athletics in New Jersey. A graduate of Harrison High School, BS from Seton Hall and a MA from Rutgers, Ralph held positions at Fairleigh Dickinson University, Roseland and North Caldwell Public Schools, West Essex High School and the Township of Caldwell in various rolls from teacher to Athletic & Recreation Director.

During his time at West Essex he was an extremely successful soccer coach with a 150-20-32 record that included five state championships. He was the Executive Director and Chairman of the Governor’s Council on Physical Fitness and Sports where he implemented many important programs and also the Co Director for the NJSIAA Ice Hockey State Tournament for six years.

What started as a way to make some money in between acting gigs, turned into a lifetime of “acting” like an official for well over ten thousand games and more directly, over 1,500 high school hockey games over a 30+ year endeavor.

Peter has served the referee community as an assignor, seminar instructor, referee-in-chief of the AYHL and the MJHL and President of the local chapter of NIHOA. He has worked the RHI and currently works for the NHL as an off-ice official. Some of the big games (they’re all big) Peter has officiated in a proud career include multiple TOC championships and Public school championships, along with several Mennen and Gordon Cups and other Cup finals and semi’s. The “Best” officiating experience might have been when he did both the Mennen Cup and the Gordon Cup on the same day, with a few minutes to spare.

As a player, Peter was team captain both his junior and senior years at Hanover Park (’79). He went on to play at Elmira and then Upsala
College, under, referee, Dave Sloan. After college, while pursuing acting, Peter was the hockey director at Totowa Ice World and then onto coaching stops at Hanover Park, Millburn, Hudson Catholic, Parsippany and currently, Pequannock.

He is happily married to his bride of 23 years, Barbara and has three young adult children, Brian, Catherine and Patrick.

The 2003 Randolph team had a 24-6-0 record and scored the most goals by any team in RHS history with 135 and let up 59 and played a record 30 games for a single season. Winning the Public School State Championship by defeating Brick Memorial 7-0 in final, this was the first State Championship in hockey team for Randolph High School. The team lost 2-1 in Mennen Cup Final that year to Delbarton and to Bergen Catholic in the Tournament of Champions state final 6-4.

This tremendous group of hard working kids who didn’t have great talent from top to bottom of the line up but made up for it with a work ethic and a desire to win and have fun. They laid the foundation that built Randolph Hockey.

For the first time in the history of CBA ice hockey, the Colts captured their first state championship, and were awarded the Star Ledger Trophy. After going 3-13-2 the previous season, the Monmouth County School went unbeaten over its first 19 games (18-0-1) during the regular season, and finished with an overall record of 22-2-1. In the process, this team also accomplished what no other team had ever done, and was the first unranked team at the start of the season to capture a state championship, the first Parochial team to win a State Championship, and was the first non A Division team (now Gordon Conference) to win the State Championship by the largest margin of victory, with a shutout in the State Finals. CBA won the B Division Championship and qualified for the Gordon Cup Tournament.

The team was led by sophomore goaltender, Bob Cielo, a first Team All-State Selection, and Junior Captain forward, Paul O’Hern, a second Team All-State Selection. The team was also led by an explosive set of Junior forwards in left wing, Brian Fitzgerald, (50 points, 17 goals & 33 assists), right wing, Paul O’Hern, (45 points, 23 goals & 22 assists) and center, Pat Bottazzi. The defense was led by juniors, Mark Ryan and Frank Pettinato. CBA outscored their opponents by a margin of 171-47. Seniors Joe Mancuso, John Brow, Ryan McCafferty, Glenn Schaul, Tim Shalloo, Brian O’Hern, Eric Mason, Junior Pete Bottazzi, Sophomores Dave Brow, Ross Kane, Pete O’Mara, Eric Falkinberg, Mike Fitzgerald and Freshmen Mark Bruno, all played vital roles in the success of the team.
